How customs and shipping work

The U.K. exports zero-rated for VAT under HMRC Notice 703 — your seller does not pay U.K. VAT on the goods they're shipping out. They use a CDS export declaration and standard Royal Mail International or Parcelforce. On the Israel side: under $150 is fully tax-free; $150–$500 clears duty-free with 17% VAT; over $500 is a full customs entry. Pharmacy and food orders almost always sit in the bottom band. A note on the U.K. tax position for sellers: HMRC's June 2025 guidance puts marketplace VAT liability on overseas-seller goods regardless of value when the marketplace facilitates the sale. Cadbury reformulates between regions. The U.K. recipe uses Devon dairy and a higher cocoa content; export SKUs use a different base.
